Hi All,
I am having two database TOSDB , PRDNDB.
After startup only TOSDB is running.
While trying to enter PRDNDB its giving error.
ORA-01033 : Oracle initialization or shutdown in progress

Need help with steps.

SQL> CONNECT AS / AS SYSDBA
SQL> SHUTDOWN ABORT
SQL> STARTUP

Just to avoid "it won't work" post ... this would be correct syntax:

SQL> CONNECT / AS SYSDBA

If you are indicating that after a server reboot, only one of two databases started up, check the problematic database's alert.log for the specific reason. There's always a reason ...

If it is afte a reboot...check your oratab also.

on UNIX system

/etc/oratab

and make sure they are set to Y and u have 2 entries.
