I am going to migrate a database from 8i to 9i. There are some dblinks still connect to other database on 8i. Does these dblink work after migration or we need to do something?

Yes. It depends upon your requirements.

You should update your tnsnames.ora file in new ora9 home with connect descriptions for remote databases you are using in db_links.
